Current responsibilities and work history

Jess Harper, PE, CEM, LEEP AP, is TECO’s engineering manager handling both design and construction. He oversees the company’s plant and piping distribution construction projects, leading an experienced team that enforces TECO’s rigorous quality control standards to ensure long-term reliability.

Before joining TECO as an employee, Jess was a consultant to the company while working at Jacobs Engineering, previously Carter & Burgess. Jess served as project manager and design lead on TECO’s Master Plan Implementation Project, the largest expansion in TECO’s history.

Earlier, Jess gained extensive energy experience while working for Sempra Energy Solutions performing energy audits and energy conservation projects for military bases, educational facilities and hospitals. Right after graduating from college, he worked in the thermal control systems department for the International Space Station as an employee of NASA-contractor United Space Alliance.
